For all the critisism the United States receives for not signing onto the Kyoto agreement, keep in mind that of the nations that signed only Russia and Great Britain met their goals. Russia met its goals due to a much reduced economy. Great Britain met its goals due to Margaret Thatcher converting power plants from coal to oil and gas in her battles with the coal miner unions. That was actually done before Kyoto was signed, due to the dates chosen Britain could still count the reduction.
No nation has actually cut their CO2 emissions. I doubt any nation will pay the tremendous economic price for a small potential reduction in world tempuratures. Any government that puts those burdens on their citizens will be voted out or overthrown, depending on the nation involved.
