Community policing programs have really paid off. With all that Federal grant money floating around all the data in the past two decades has looked rosy.
But look at the courts, jails and prisons. Read the police blotters. Talk to your neighbors. And why are the cops always asking for more officers and more firepower? You'd think with these declines we'd get a peace dividend.
