I think criminals and gang members should have the right to congregate and mingle ..... in prison.
The worst thing that one can do is to take a good, in this case, some civil right that makes it easy for this gang to engage in crime, and then set that good as an absolute, more so than any other good. If patriotism is the good then we have Nazism, if it is for an military officer to protect his men, then we have various massacres committed in wars, if it is respect for Mohammed then we have the Al Qaeda and the Taliban.
