Eliminate door to door delivery, and cut it back to maybe twice a week to superboxes like they use in Canada. Reduce infrastructure, and staff. It's a start.
A system should be put in place to charge 2 cents for every e-mail. For all ligitimate e-mail senders, this charge should be refunded. For spammers, they should not get a refund and this money should go to the postal service, so they can continue to provide service to all Americans regardless where they live.
