Seat belts should not be mandated -- they should be a choice. But you're unwise if you don't wear one.
Seatbelts protect against extreme sudden de-acceleration and rollovers. Buses because they are such more massive than most other vehicles on the road don't have much problem with extreme sudden de-acceleration or rollovers. Therefore buses have less need for seat belts. So far buses not having seat belts hasn't been a problem, therefore they aren't mandated.
