If a group desires to have a true military hero speak to them, but a pretender does it instead, this is fraud. Not to mention it is theft by dilution against the people who actually earned their honors.
The court could have easily justified upholding this law and should have done it. I looked at the pictures of Rep Chaffetz presenting an old veteran a high military honor he didn't earn. I understand there are those who want such false honors, but it seems pathetic to me.
What the heck, lying is acceptable in politics, among people like Glenn Beck, Sarah Palin and Rush Limbaugh and others of their ilk, on Wall Street, in sports, in banking, in almost anything that makes money.
So why worry about some schmuck whose lack of self-respect compels him to lie about himself? At least, unlike some others, he's not causing hurt to other Americans.

Of the lies more disgusting, At the top of my list would be the lies told by politicians and their business masters in regards to the real reason for wars.
Next might come the lies that give the phony reasons that given by the men fighting those wars, and the blanket deification of individuals just be cause they wear a uniform.
Then the lies told in Advertising.
The lies told about our Constitution and the founding fathers.
And even religion, since all religions cannot be true, some must be lying.
It would be a tough job to prosecute all liars.

Anyone claiming combat service, Indian ancestry or other achievements should have a background check. The senatorial candidate in Massachusetts is just another example of borrowed glory, i.e. lying. Claiming that other people also tell lies is completely irrelevant.
A lie is a lie. I think lies that promote financial gain are some of the worst lies. Then again how many advertisements do your see that fall into that category?

I would suggest you reread your first sentence, it explains exactly why such a law is unnecessary, the example you gave is already a crime its called "fraud" and it can already be prosecuted.

By "their ilk," you must mean the President, his attorney general, his secretary of Homeland Defense, Geithner, and all his informal cabinet, along with all Democrat Congressional leaders.
Funny how you somehow forgot to mention them.
@ one old man Sir one of the most notable of those that lie about valor is (I suspect) your main man) Barack Obama. He has said and I have seen the video that his father served in WW2.. Impossible. Both of his suspected fathers would have been less than 10 years old. So point your finger that identifies liars a little different direction.
Honesty is almost a synonym for integrity. It is binary. You have it or you don't.
Those with integrity don't lie about anything.
We learn a man's character through his words and his deeds.
Those who lie are to be pitied. They're walking the wrong path to get where they thought they were going.
Solving the problem begins with a little research to determine IF that recipient is in fact entitled to the award. All other actions are determined once the verifications comes in. Easy-cheesy.
As USMCer stated especially with the Medal Of Honor, it should be very easy to verify if he received it or not, then go on.
