But, we have so much vested in the war on drugs. Just doesn't seem to be worth our time. How can we arrest marijuana users AND put a dent in child prostitution. Also how will we make long term room in the prisons when we already fill them with drug users.
Many would rather just see the kid arrested for prostitution. After all many are close to being 18 years old, and they are breaking the law.

Erasing child prostitution has little chance of suceeding until adult prostitution is legalized and regulated. You can't require prostitutes to produce proof of age to receive their licenses if there aren't any licenses. You don't hear of any underage worker problems among the Nevada brothels.
