Personally, I think that for reasons of security everyone who is arrested and spends anytime in jail should be forced to wear a tight tank top and super tight short shorts.
That is the only way to ensure there is no contraband.
And anyone who does not like being forced to dressed immodestly because it violates their religious tenets should just get over it - they should not have broken the law in the first place.
Sorry, you break the law, suffer the consequences.
By the way, having her head thing taken off is not the equivalent of having her clothes taken off by somoene else in public.
Having someone take off her clothes in public would be the equivalent of having someone take off her clothes.
