As long as it's not based on race, religion, sexual preferences, disability, etc. an employer can use almost any reason to pick their own employees. It may not be smart or nice, but then not all employers are either.
In a Capitalist society the employer can decide who to hire or fire. In a Fascist society a Government buearocrat makes those decisions. Capitalism will always outperform Fascism.
