So glad that at least 17 people realize that Utah has become a Nanny State and this is getting ridiculous. Thank-you for not voting for this overboard legislation.

Using the same logic, people shouldn't be prosecuted if they board an airline with a bomb in their shoes or underpants. Just because they INTEND to blow up the plane... right? And possession of drugs shouldn't be illegal, unless they're being used.
(Not suggesting this would've been a good law; just a little confused about the implication that "criminal intent" isn't criminal.)
