If "making money by selling alcohol" is a good idea, then why doesn't the legislature "nationalize" the utility industry, automobile sales and grocery stores? Those are all potentially profitable businesses too.

The state can profit from alcohol sales via a tax per bottle or can but leave the ordering, storing, stocking and selling to private business, just like any other legal commodity.
