Unfortunately the same bonds of Brotherhood between Police Officers, the 101st Airborne Screaming Eagles, and Street gangs have a similar origin and personal commitment. I don't know what the answer is, but I suspect each of these "Brotherhoods" will grow in boldness and avarice as aggression meets aggression. What was the response of the "Super Power" States when America developed an atomic bomb-- it just up-scales the cause and the vengeance.
