I've never worked a job where such liberties were allowed, not because the boss was a scrooge, but because of my own conscience. Taking liberties and advantage of my employer was always considered theft and my morality is such that theft is a crime, a major crime. But an employer was forced to pay fair wages for fair work and it created a loyalty in workers and factory owners and prosperity to the business and the economy.

But today's business have no morality and have the idea that workers have no loyalty to their company and every time they can steal even the most minor item from the boss they deserve it. More likely all these loose bosses feel guilty about cheap wages and expecting more from an employee than they should. Business in Utah have one motive, profit by slavery methodology. If it wasn't for minimum wage we would be a nation of the 1860's repeating its history of slavery. These business feel that if they surrender a few dollars,(an hours wages), it makes the oppressed happy. And that is how an oppressed and enslaved society works, pretentious rewards.
