This seems a little autocratic to me, and prompts me to ask: What would happen if more blank ballots were cast in an election for a position than for any of those people running for the position?
Absurd and dangerous law and it must be repealed, elections are not about saaving money, elections give citizens their right to vote. We cannot have an automatic assumption of power, what if no one votes for the one candidate?
No election should be canceled, its unconstitutional and an affront to the constitution. These cities are all wrong and this law should be challenged as such.
