If I understand, "The convention center is "currently underutilized, and taxpayers are not receiving an optimum return on investment," according to county documents." And, "Research indicates that a Salt Lake convention center hotel that is feasible would require some form of government support." So, the county and city taxpayers should invest more in what is not now giving them and optimum return? And, since this possible, "Longterm construction"??
If the hotel is really needed, feasible, profitable, the private sector will provide it. Are the county and city going to subsidize a hotel that will compete with other hotels in the area?
