The flooding will probably happen as much of the flood plain and runoff paths has been destroyed by TRAX and UDOT and development.
But what they should be more concerned about is loss of property and homes to mud slides and sink holes in the west and south end of the valley from Provo to Ogden. That is mostly private property of home owners so that shouldn't even phase any state authorities.
The biggest share of spending will be to protect downtown SLC from flooding. A repeat of the river of 1983 through the streets. I don't that the GSL can even handle flood waters anymore with so much development around its shores. Utah Lake may even get a substantial portion of extra runoff.
