I am skeptical of Mr. Parks's asserted motive for the change in policy. If his
true concern had really been the shelter workers, why not go public with the new
policy when it was changed in January? Animal activists are only now stopping
their campaign against the shelter because that information is being made
public. My guess is Mr. Parks has other motives for the policy change and other
motives for making it public a month and a half later.
