When will full proselyting be allowed? Members of Jerusalem center Students and teachers cannot say one word about the churh. Members that go there to work can go to church but cannot say a word about it to others. People not lds can't go to library and read about the church at center. Maybe can look online. But freedom of worship is restricted. Even if questions asked.
