It's about time someone wised up! California has been doing this since the HOV lane inception in the Bay Area. It works extremely well. I'll give it 2 thumbs up.
Living here in Oregon I have some thoughts on their HOV lanes. It basically turns a 3-lane highway into 2 lanes. The 2 regular lanes are backed up for miles as you can watch the gas burn up and CO2 floating into the sky while 5% of the HOV vehicles fly by at regular speed. While the goal is admirable, the result really is a longer commute and more gas consumption and congestion.
they should! in every other big city that have HOV lanes allow drivers to use them in non peek times.
The "HOV" lanes have created unsafe road rage conditions during off peak hours as the tendency for slow moving HOV vehicles has had the effect of encouraging other drivers to violate HOV use rules. Opening up HOV lanes during non-rush hours would put to use safer driving patterns and in the long run possible save lives and serious injuries as well as putting to better use of taxpayer dollars instead of allowing HOV lanes to remain practically empty during off-peak hours. With Legacy and Frontrunner as well as the increasing mass transit infrastructure development, the negative environmental impact from passenger vehicles is being measurably mitigated.

Tab's the closest to getting it. Who paid for the HOV lanes in the first place? That's right, we all did. Taking money from all of us to make life easier for a few of us, that's - well - wow, it just hit me - that's socialism at its finest!
I don't use I-15, but I'm in favor of the proposal, with one modification. Declare that the HOV lane should be restricted only during rush hour, and declare that rush hour only occurs between 2:00 and 3:00 AM on Sunday morning.
I live on 400 South, and cannot use the HOV Exit. It would sure be nice to use the exit closest to my home, rather than drive another 2 miles out of my way. During I-15 reconstruction, I had to put up with construction trucks and heavy traffic right past my front door.
One additional comment. I have observed Police issuing tickets for using the 4th South HOV exit alone AT 1AM ON A SUNDAY MORNING!!! That's simply greed and abuse of the citizen that pays their salary.
until there there is suffient law enforcement-Highway Patrol. Do not open the HOV lanes. There will be more signage and people don't read as it is.
The law doesn't sleep at 1 in the morning. Just because its late, doesn't make it right.
I agree with Justin. California has been using this type of system for a long time now and works well. Whether people like it or not, Utah is growing and the HOV lanes are going to be good to have.
As for the off-peak hours, I see both sides. Extra lanes are good to allow a little more free traffic flow. But as the UDOT spokesperson said, people already seem to struggle with obeying the laws. Opening them up would most likely just make it worse.
