Don't think "Logan Canal - this pipeline isn't a dirt ditch or canal. It's an enclosed flow in a spirally welded heavy steel tube that is lined and coated with concrete. Each 40-50' segment of pipe is tested by filling it with highly pressurized water. The manufacturer of the pipeline has had one segment (out of tens of thousands of such sections) spring a leak under testing in the last two decades. In addition to all of this safety, the pipeline will be buried under several feet of gravel, soil and asphalt. I think the average "American Citizen" can sleep at night with this water pipe in Springville.
