Has anyone thought about giving fisherman a bounty for the carp they catch and turn in. Lots of fisherman and a small bounty for each one could add up.

Might as well build a new power plant to furnish the power for the freezers.
There is a variety of herpes that is killing carp by the thousands in arizona, doesn't spread to ther fish and people and woudl get rid of all of the carp in short order. Why not go this route
