This "accident" only proves what most people in the area already knew: that particular refinery is outdated and unsafe. The token "improvements" they've made over the years just hide the fact that they need to close it for good. Most of the other refining plants in the area are fairly well-maintained and are generally good neighbors, but this one just needs to be shut down permanently.
