Proposed campaign donation limits

Are these donation limits per donation or the amount they can give? Are these donations limited by where they come from? These numbers and no explanation leaves a lot of questions.

Then PAC's should be included in office campaign accounts. PAC's can double or triple the amount a candidate can acquire for the same candidate in an election. Why were these funds separated and not inclusive?

And what about out of state donations? That should be restricted and denied to candidates.

A lot of unanswered questions here and it still leaves donations wide open to the highest bidder.

Is that total or per individual/group in each category? What will stop some individual from creating a whole bunch of political parties on paper and then donate without limits?

Why limit any donations? If I want to give I should be able to do so with no limits. Any limit will be circumvented easily by those who want to so drop the foolishness and let full expression in this Democratic Republic be the rule.
