The photo was taken during the Spanish Civil War. George Wills has never read Hemingway? The Spanish Civil war put Fascist into power in Spain. The Germans used this war to try out their bombers.

All governments stage propoganda. We do it best. Isreal is real good at it. Russia tries, but like so many other things, not so good. Germany was the best, of the best.

The picture as mentioned by another comment and stated in the first paragraph of the story, was taken during the Spanish Civil War, not WWII as mentioned in the headline and caption. Nor was it during WWI, as cited in the electronic print edition.
