He doesn't even need to announce this. Of course there will be a review of this massacre. It will happen whether he orders it or not. Had the people who already knew this guy was a threat had something, it may not have happened. However in this new political climate, all of these folks were scared for their lives to even mention what they thought of this guy. Too late now. Hopefully some heads will roll for not revealing this shooter sooner.
