when you want to de-stabilize a society in order to take it over, you must destroy those who attempt to enforce the law. And you must do it in such a way that the people lose faith in law enforcement's ability to protect them. Which is the real reason we are seeing the suicide bombers so frequently--it's a well-known, historic, and very effective technique to spread terror among a populace.
