The perpetrators are being held for armed robbery and assault, not the $3 they made off with. If someone commits robbery using a deadly weapon they should be thrown in jail, even if they only get 3 cents for their trouble. The headline is misleading, but I guess it got me to read it so it served its purpose.

Two men were arrested for robbing $3 from someone.

OR

2 arrested in $3 Robbery.

Unless you're dumb enough to think that someone could steal something from three dollars, the headline is fine.
