Both are state run schools and the legislature their basically made it known they want them playing each other. Memphis is in a big push to join a BCS conference and they feel that by playing a BCS team they can show prospective conferences they are worthy of it. The only BCS team they can schedule, with political pressure, is Tennessee.
This is not a cream-puff by whimpy design, but a political muscle thing.
That being said the SEC in generally has an imbalanced schedule. They play each other then outside of that schedule lots of weak, non-SEC teams. Also, they generally play no more than 5 road games. In fact it is very common that they will play 4 road games and 8 home games! That will pad their scores. As a rule of thumb they rarely play non-SEC teams on the road.
