If civilians were killed by a bomb aimed at terrorists planting a bomb in the road whose fault is that?

These civilians were standing by doing nothing even though they saw (or must have seen) a bomb being put in the road.

In Afganistan everyone has guns, certainly someone could have challenged the people planting the bomb or at the very least detained them until American forces arrived.

I feel bad civilians were hurt, but it is really their own fault.
