It was the strangest thing where the lights started to dim and flicker, but never really went out. We had like half power for about 25 minutes or so. Then suddenly they went out and were out for quite a while. I've never experienced this half power thing. Is that what a brown-out is?
Yes that was a brown out,many times some appliances in your home need a minimum amount of voltage to work,but lights can still function!
