It seems that if these horses were left undisturbed that they would self regulate the herd size by the environment they live in. By annually removing the overpopulation it makes room for more breeding and population growth. Most areas of the west has the ability to supply a limited number of animals and this would be a less expensive way to cull the herd sizes. Nature has a way of doing this and we are interfering with natural stabilization of herd sizes. It would take some time and years for this to happen but as we remove them they will keep expanding and breeding.
What would also help is if the BLM allowed larger cattle herds that would help control the size of horse herds. With less food and water for horses it would be a more natural means of control.
How about Manhatten island for a horsey/wilderness preserve? I'm sure Congressman Maurice would support it.

They waited till the end of the story, then they popped it in, "Ecotourisim", that will pay for the waste of money. I just can't wait to pay money, and go see some (Govbment Harses) Ye Ha! May I suggest that Old Cowboy Hat send the horses to D.C. so the people can look at another type of horses rear end.
It is "reintroduction" since everyone knows that horses roamed free in all parts of North America anciently - before man interfered.

Besides, don't all the paleoliberals subscribe to the theory that there were no horses here before the Spaniards introduced them? So I guess we should be happy salaczar isn't trying to eradicate this invasive species.
