The government absolutely should not be running a program that will facilitate addiction and eventual death. Modern society would have us believe that everyone must use some kind of substance in order to be happy. That is one of the practices that is destroying this Country. There was a time when citizens, and the government, believed in and promoted values such as moderation, prudence, and an abhorrence of substance abuse. Apparently, that time has passed.
