This guy shot another human with the intent to kill. He should never have been let out of prison.
I think the parole board that turned him loose should serve time with him for any new crimes.
As I understand the story, the Salt Lake City Police Dept. followed the guy until he left the city and a Highway Patrolman stepped up and took action to resolve the situation. Sounds to me like the SLCPD once again abdicated their responsibility and fortunately another agency bailed them out.
Are City cops really under so much pressure and scrutiny that they have resorted to inaction in most cases? The KSL story is full of a Watch Commander making excuses for their inaction in this situation.

Maybe, maybe not. I don't know how you could come to a conclusion like that based on this article. Unless by chance you were there? Police are always facing situations where either way they could be criticized but people on the sidelines.
No one was hurt here, so it's a win. I say, let it be.
