Scouting a tool for priesthood growth

Unfortunately, many local church leaders have no idea what the Aims of Scouting are and how the program (if properly implemented) can help them teach young men the leadership skills and character they'll need as future missionaries and church leaders. Many local church leaders (including many LDS Scout leaders) see Scouting only as an outdoor activity with badges -- or worse, basketball every Tuesday night.

Too many people are too concerned about rank advancements, etc. Advancement is great, but if it comes without a lot of effort on the boy, or is done at immense pressure from parents (such as not allowing a driver license until Eagle is earned), etc, I question how effective it really is. More focus on scout leadership needs to be done, and less focus on having the most awards and recognition at the court of honor needs to be done. As a scout leader once myself, when I tried to do this, I was chastised by Priesthood leaders for not having enough awards, and *gasp* not getting the boys the Eagle award when they turned only 15.

but, shouldn't the people actually working with the boys get the training? And shouldn't the stake leaders have been to Philmont 10 years ago when they were scout leaders?
