This is large part due to the oppressive actions of the financial services industry. Also, I guess Utah is not exempt from the recession.
Utah has always had a problem with this. No big surprise that it's getting worse with the overpriced housing they're paying for that has pushed all their expenses onto their credit cards, plus the jump in job losses.
...and in states where wage garnishments are prohibited bankruptcies are lower
