Rocky Mountain Power asks for $66.9 million rate hike

Is this because base-load demand has actually dropped because of the downturn in the economy and the costs to provide service as a percentage haven't changed? Has RMP re-modeled their growth projections to correct for the downturn in the economy and slower construction growth as well as modified the utilities pre-recession expansion plans?
California's base load has dropped between 2&4% for the three largest utilities in CA as a result of the recession.
I believe RMP needs to provide further detailed information in future press releases that provides clarification and answers to obvious questions.
The Utah PSC should also provide some quality quantitative independent analysis for a change.
Also, the PSC is the judge in the case -- they don't provide independent analysis. However, many other parties do. These cases receive close scrutiny abd RMP is required to provide hundreds of pages of supporting documents before ever getting a rate increase.
Unfortunately the article failed to provide any facts, reasons or justifications for the increase. I'm not saying their not justified, but the utility nor the DN writer has provided a single reason why.
Why?
This company is being mismanaged and defrauding users with continual rate increases and manipulating billing methods to defraud us. If anything, Rocky Mountain Power should be forced to cut rates, not raise rates in a downward spiraling economy. Other utilities have cut rates so why is RMP continually being allowed to be fraudulent in their raising rates every year?
The PSC better be more diligent in investigating the management of this company and follow the money they are taking from us.
