The blame for this murder remaining unsolved for so long rests squarely with the legislature. Because the legislature failed to save money when Utah was experiencing record budget surpluses, law enforcement does not have adequate funding for conducting investigations. Thus, crimes like this are left unsolved for far too long.

to me that there is a killer still on the loose. Someone is festering a secret. How can some human being live each day knowingly to have taken someone's life? This is beyond my logic and conscience.
