Where were the "children" of this man all these years? His home didn't get bad overnight, this took years. They should be held accountable for not taking action sooner. They knew the situation and did nothing. Animal abuse needs to be more heavily punished and people held accountable.
So you want to punish this guy's children for what he did? If you want one of these dogs... you don't get one!
