Having so many entities doing similar or overlapping research is part of the scientific process. Replication of results can be done simultaneously bringing confidence in results when several universities or institutes come up with the same findings. Further, each study may be slightly different -- using different kinds of patients or using different doses of medicines -- to bring greater understanding of research outcomes.
All in all, keep the scientific process as is. It works. It self corrects. And it speeds up breakthroughs that can bring cures and treatments to benefit society.
The letter writer obviously hasn't bothered to learn much about how research takes place.
