Being a Provo resident, not a student, but long time resident I am glad that they are doing this parking program. I am saddened that it's delayed till 2011, but eventually it'll help this area! I ama glad the city council has been addressing the issue!

I might note that no one actually ever said what the 'issue' was, and why they want to do this (not even the news article).
Cindy Richards wants it! | 6:57 a.m. June 4, 2009
The clue to the "reason for the parking fee" can be found in the article in Cindy Richard's reaction to the motion to discontinue the fee or do something that would actually work. Check the end of the news article.

Cindy Richard's comments are in the Daily Herald version of this same story.
Wait until development is done | 7:00 a.m. June 4, 2009
The parking fee was proposed as a solution to the addition of the development in the Joaquin neighborhood. Why add the fee if there isn't a development?
Parking not a problem... | 12:03 a.m. June 16, 2009
...nor will it be once this apartment complex is built. I live a block away from this future apartment complex, and I accept the fact that a lot of people park on the street south of BYU campus. Maybe if the city didn't paint half the curbs in this area red, the parking would be spread out.

If you are one of the few non-students living south of campus, and if you have a problem with people parking on the street because you've got something against BYU students, then you are more than welcome to move away. If you don't like the actions of college students, then don't live in the midst of them!
