That certainly is the flaw in the VA system concerning PTSD:
"...making the Vet re-live the experience of festering unhealed wounds!"
However, I must point out something in the VA's defense.
When mustering out of the service most GI's will say something like, "...oh I'm fine, just let me go home!"
When the truth is, because of the experience, ...they are far from okay!

RIG, you may not realize the discriminatory stigma that accompanies PTSD. People regard you as a nut case, a time bomb, or a freak. My service was 40 years ago and I'm still dealing with it. Who do you talk to? People want to forget Viet Nam as a bad job.
The real tragedy today is the modern war sends a soldier out tour after tour, again, and again, and again..... Can you imagine what the veterans will be like after this?

Rule 1 - The VA is a Federal Beuracracy inhabited by Federal Employees. They don't have to care and in many cases they just don't. In fact, in my trips to the VA I've come across numerous VA employees who wouldn't last one day in a civilian medical facility. I'm entitled to 100% VA care. I'll consider it when I think it's time to check out permanently.

Psych diagnoses and psych talk are demeaning and cause discrimination. First of all psych "diagnoses" are not medically nor scientifically accountable. Science and medicine requires mathematics; that is they must be quantifiable and communicable to the scientic and medical community. Psych diagnoses cannot be quantified. (see www.adhdfraud.com). Psych diagnoses have always been demeaning, and have always caused problems with human dignity, and indeed recovery itself. American physicians also like veterans have a high rate of suicide HOWEVER; American physicians refuse psych services and prefer suicide. Physicians report that any psych involvement whatsoever causes career problems, and severe family problems. So if even physicians know that mental health services cause problems with recover, shouldn't we pay attention to the real cause of stigma: psychs and psych terminoloty. (see www.szasz.com). Dr. Szasz is a board certified psychiatrist and his famous book : "The Myth of Mental Illness" reports on the cruel and unusual punishment of psych diagnoses, and how psychotalk ruins family, and career opportunities.

Psychologists are not doctors. They are non-medical. Psychologists should not be allowed on any hospital ward whatsoever. It is high time for a complete overhaul of mental health services, and not system-generated tune up. Lets take away the governmental grants, and fees until true reform is achieved.
