If two-thirds of parolees need to return to prison, then the system is working perfectly (assuming it gets the right two-thirds). It's like saying my home alarm system is defective if it goes off two out of every three nights--if there are intruders on those nights, then the system is doing exactly what I want it to.

Maybe the system is broken, but I just don't see how the raw number of parolees who return to prison is much of an indicator.

Maybe we need to quit pouring money into all these idiot social programs and environmental programs, and the sacred cow, education, and use that money to keep us safe. The legislature keeps cutting the budget for corrections. Just how do you think that they can monitor these people with no money and no employees?
