Some city planner makes the assumption that you can't have a commercial business fit in a zone if it has a flat roof, and requires a pitched roof, forgetting that lots of cute "village" look buildings with flat roofs are also in the area.
The planner takes the idea to the planning commission and the city council, and you get stuck with restricted ideas.
They do the same thing with materials and colors.
You have to live with a few lemons if you want anything real good to show up.
