"Green Project"? A Sewer Treatment Plant? Let's see: Digging up streets, disrupting whole streets and towns for months or even years, Backfill the open excavation with soil from somewhere ( Is it clean or Haz Mat soil?) replace the Blacktop. Do this all again on the next block.
Pipe this to a Sewer treatment Plant that does not discharge Human drinkable water.
I think what he meant by "Green" is the tax dollars that are used to mess up the whole town, and the MAJOR TAX INCREASE that will happen.
Stimulus and sewer. It seems to go well together.
