Here we go again. Let's have a study and spend some more money! Then of course the results will be that we're destroying the planet. Then more taxes will be hung on us! When in hell's name are we going to stop this insanity?!!
"Economic impact studies" are just as valid as "environmental impact studies".
To scale, there are climate change proposals which honestly claim "that you can run your electric car on 2 AAA batteries".
Do both of the impact studies, and see what we can live with sensibly.
