Isn't this an issue for the schools, the parents and the PTAs? Why are we wasting time on legislation?

JH is partially correct. Schools, parents, and PTAs must help combat the gang problem. However, that will not be enough by itself. Law enforcment and other communti leaders must do their parts as well.
