Nothing is more important that the education of our children. The legislature should give our educators incentive to teach the old fashioned values that made this Country great: honesty, loyalty, self-control, and respect for others.
So, to get extra pay:
1) bomb the pre test, then test normally to show improvement.
2) kiss up to parents, catering to their every whim
3) ???
4) Profit!!
