Is it any wonder why the rest of America thinks Utah is strange.

It is only a crime because they are not 21. So you are going to fiscally cripple them and make them a criminal for a status offense?
It shouldn't be a criminal offense to drink underage. What is currently in place is something like a $300 ticket, that is ample. People between the ages of 18-20 who do the underage drinking don't need to be handicapped right off the bat when coming into adulthood. This will just make more disdain for the law. period.
