If Utah had any common sense this kind of legislation would not be necessary. The state does not own the water in the clouds and where it falls as they seem to think they do. The property owner of where the water falls has full right to use the water falling from the sky on his property. Until the water reaches the natural channels of drainage and pooling in lakes, streams, and underground water tables, it is not in the jurisdiction of the state to control. The land owners have full rights to the rain and surface water falling on their property. If the state has the desire to lay claim to all water then they can be held accountable for mudslides and flooding for not controlling their water rights and rain fall. The state is going too far on this issue and sounding rediculous.
