It is being fought and Contained by 2005-definition WHO Phases 4 & 5 "Rapid Response and Containment" operations: movement restrictions, "Tamiflu blankets" to cases and contacts and caregivers and cullers, and attempts at animal cull zones (that are sloppy because govts don't want to pay fair compensation up front).
